The Naval Sea Systems Command (NAVSEA) is seeking to contract with BAE Systems San Diego Ship Repair to perform execution planning and accomplishment of the Selected Restricted Availability (SRA) for the USS RUSSELL (DDG 59), home-ported in San Diego, California. The planning phase is scheduled from June 2015 through June 2016, followed by the SRA accomplishment phase from June 2016 until October 2016. The contract encompasses comprehensive activities such as production engineering support, production planning, procurement, manning and production analysis, integration of production work, and specification development geared toward modernization and repair efforts required for the ship’s scheduled availability under the Chief of Naval Operations (CNO). The execution phase includes all management, technical analysis, procurement, production, testing, and quality assurance necessary to complete repairs and alterations on the USS RUSSELL. This contract will be awarded without full and open competition under the authority of 10 U.S.C. 2304 (c)(1), as BAE Systems currently holds the DDG-51 Class Multi-Ship, Multi-Option (MSMO) contract and is the sole source capable of performing these specialized tasks without unacceptable delays. The existing MSMO contract (N00024-11-C-4408) will be modified to extend the period of performance and revise contract line items to accommodate the USS RUSSELL’s SRA, specifically extending the timeframe for execution planning and accomplishment from an initially projected date to June 2016 and beyond. This award aligns with original contractual limits and does not introduce additional scope outside the existing terms of the DDG-51 Class MSMO contract. Interested subcontractors should coordinate directly with BAE Systems.

The Naval Sea Systems Command (NAVSEA) has a requirement to complete the Execution Planning and Accomplishment of the Selected Restricted Availability (SRA) for the USS RUSSELL (DDG 59) home-ported in San Diego, CA. The period of performance of the contemplated Execution Planning will be from June 2015 until June 2016, and the Accomplishment of the CNO Scheduled USS RUSSELL (DDG 59) SRA will be from June 2016 until October 2016. The Execution Planning requirements include performance of Production Engineering Support, Production Planning, Procurement, Manning & Production Analysis, Production Work Integration, and developing specifications for the DDG 59 CNO SRA modernization and repair necessary to prepare for the CNO Availability. Accomplishing the SRA requirement includes all the necessary management, technical analysis, procurement, production, testing and quality assurance necessary to prepare for and accomplish the repair and alteration of the USS RUSSELL (DDG 59). To fulfill the agency's requirements, this effort will be procured, without full and open competition, under the authority of 10 U.S.C. 2304 (c)(1) from the only qualified source capable of performing the work without unacceptable delays. NAVSEA intends to issue a solicitation to BAE Systems San Diego Ship Repair (BAE), 2205 E Belt St, San Diego, CA 92113 for procurement of the Execution Planning and Accomplishment under the existing DDG-51 Class Multi-Ship, Multi-Option (MSMO) contract N00024-11-C-4408. As the holder of the DDG-51Class MSMO contract, BAE is currently the sole provider of execution planning and accomplishment for DDG-51 Class Availabilities in the San Diego, CA homeport. The Government intends to extend the period of performance of, and to revise the existing TBD Execution Planning and Accomplishment CLINs under the current Multi-Ship, Multi-Option (MSMO) contract N00024-11-C-4408 with BAE from planning and accomplishing a TBD Selected Restricted Availability to planning and accomplishing the DDG 59 Docking Selected Restricted Availability. Thus, this does not add work of a nature that is beyond what was originally solicited under the DDG-51Class MSMO contract N00024-11-C-4408. The latest option exercise date for accomplishment will be extended from 30 September 2015 to the start of the availability, which is expected to commence 6 June 2016. Firms interested in subcontracting opportunities should contact BAE directly.
