The requirement is new, with no incumbent, and all submitted quotes must respond to the full scope of work—no partial bids are accepted. The contract requires strict adherence to DEA security protocols, including background investigations for all personnel, submission of forms such as SF-85, OBD-236, DOJ-555, and DEA Form 487, and the use of approved security containers for any work performed off-site. Personnel must be pre-approved by the DEA Office of Security Programs, and any disqualifying factor—including criminal history, illegal drug use, delinquent debts, or lack of loyalty to the United States—will result in immediate removal without reimbursement. All work products and data are exclusive property of the DEA, and contractors must ensure confidentiality indefinitely, even after contract termination. Access to government facilities requires escort, personal devices are prohibited from handling DEA data, and violations of security or conduct standards will lead to termination of personnel.
