AI Contract Overview
This solicitation, designated as RFQ 36C24226Q0656, issued by the Department of Veterans Affairs under the 242-NETWORK Contract Office 02 in Albany, NY, seeks the delivery of custom millwork for an Infusion Suite Room at the James J. Peters VA Medical Center in New York City. The procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBC), with compliance requirements mandating that the awarded contractor perform more than 50% of the work, limiting subcontracting to non-VIP entities accordingly. The request is brand-name specific, requiring products from Futrus and Cube Care. Key certifications to be submitted with proposals include the Letter of Authorization, Buy American Certificate, Limitations on Subcontracting Certificate, and compliance documentation under FAR clause 852.240-70. Redacted drawings and justification materials are provided to guide offering firms. The due date for proposal submission is June 5, 2026. Offerors must certify their status as either manufacturer or nonmanufacturer, with nonmanufacturers subject to specific size and possession rules, including employing 500 or fewer individuals and maintaining inventory control. The solicitation underscores strict adherence to the Buy American Act, Trade Agreements Act, and subcontracting restrictions as stipulated in VA’s acquisition regulations, particularly clause 852.219-76, which governs subcontracting limitations and certification obligations. Although technical and packaging details are limited, performance is expected at the VA Medical Center, with inspection and acceptance implied at job site delivery. Payment and invoicing instructions are aligned with VA protocols but are not explicitly detailed. Evaluation criteria are primarily compliance-based, with no formally stated weights or ratings, and no explicit award method is provided. Submissions must be electronically delivered via the federal procurement portal, incorporating all mandated certifications to be considered responsive and eligible for contract award under this combined-type contract.
