This is a presolicitation notification for an anticipated release date of 4 September 2008 for issuance of a FAR Part 12 Solicitation pursuant to Authority 10 U.S.C.2304(c)(1). Only one responsible source and no other supplies or services will satisfy agency requirements pursuant to the application for Specific Brand Name for Teradata hardware/software products from authorized resellers. Interested authorized resellers of the OEM, Teradata, must contact the POC in this announcement for a copy of the solicitation. 1. Agency and Contracting Activity. Contracting Agency: Defense Information Systems Agency (DISA), Defense Information Technology Contracting Organization, DITCO/PL8322, 2300 East Drive, Building 3600, Scott AFB IL 62265. Requiring Agency: United States Transportation Command, USTRANSCOM/TCJ6-P, 508 Scott Drive, Building 1961, Scott AFB IL 62225-5357. 2. Nature/Description of Action(s). The requirement is to purchase Teradata Model 5550H (4 Node) hardware to expand / relocate the existing Global Transportation Network (GTN) Pre-Planned Product Improvement (P3I) Production environment in support of a requirement (ACSRD 2008-8411) to accommodate an expanding workload. This effort will include the necessary professional services to combine the Teradata Development and Test environments and relocate it from Lockheed Martin's Corporate facility at O'Fallon, IL to the Defense Enterprise Computing Center (DECC) Mechanicsburg, PA. This relocation effort will complete a consolidation effort that brings the GTN P3I Production, Pre-Production, Development and Test enclaves all within the DECC Mechanicsburg facility. Teradata Enterprise Database Servers employ proprietary hardware and software. Teradata is a brand name that is the only legal source that can provide the required total solution of hardware, software, installation, and vendor warranty. 3. Identification of Justification Rationale and Demonstration of Contractor's Unique Qualificiations. Teradata is a specialized technology that can only be supported, implemented, and maintained by experienced Teradata trained technicians. Teradata employs the concept of many computing components (nodes) operating collectively against an Enterprise Data Warehouse (EDW) at the same time and refers to it as a Massively Parallel Processing (MPP) platform. These nodes each have their own memory, I/O and network connections and do not share those resources with other nodes. Each node may have one or more CPUs. The nodes are connected to data storage devices, such as disk arrays, on which they store, retrieve, and update data. To facilitate high speed communication between nodes a proprietary "BYNET" communication device permits high speed data exchange and allow the nodes to communicate quickly with each other. High availability, fault tolerance, and fault resilience are also a critical part of the Teradata system. As more and more components are added to grow a given system, the overall Mean Time Between Failure (MTBF) shrinks. A very large system will have frequent failures of individual components. Teradata has engineered into the MPP platform survivability from hardware and software failures while simultaneously continuing to supply service to database users. Critical hardware component have been engineered for high availability so that, when the failures occur, the system can continue operations or at least recover gracefully from the problem. In addition, Teradata is self-monitoring through an AWS dial-out modem that immediately reports hardware and software malfunctions to a Teradata dedicated monitoring center where a field engineer is often dispatched to correct the problem or replace the failed hardware unit, often times even before the customer becomes aware there was ever an issue. The proposed acquisition includes expansion of the current GTN P3I Production Teradata EDW. Teradata and its authorized re-sellers are the only known sources for the obtaining this proprietary hardware and software. No other vendor or distributor can legally obtain access to the software and no other vendor can make duplicate copies since it is protected by copyright and patent laws. Specifically, the USTRANSCOM requirements are for Teradata hardware, software, installation, reconfiguration, backup and restoration service, corporate technical reach back support, software releases and upgrades, security lockdown, and compliance with DECC requirements. Teradata is only brand that can legally provide the full spectrum of required services.
