Solicitation FA821326RB005 is a request for proposals to establish a Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) for the production of MJU-76/B Thrusted Countermeasure Flares for the U.S. Government and Foreign Military Sales. The contract features a five-year ordering period with a sixth-year option and is structured as a firm-fixed-price requirement. The government intends to award contracts to all qualified offerors who meet responsibility standards and technical requirements. Evaluation is based on a pass/fail basis focusing on the offeror's status as a qualified source and their technical approach to manufacturing, including equipment, process flow, and defect prevention. The first delivery order is expected to be a buy-to-budget acquisition with an affordability cap of 9,446,336 dollars for Year 1. Awarded contractors must adhere to strict quality standards, including ISO 9001-2015, and comply with rigorous military packaging, marking, and hazardous material shipping regulations.
