AI Contract Overview
The City of San Francisco has issued an informal solicitation for a construction project at Pier 50, specifically focusing on the removal of approximately 320 exposed 14-inch wood piles adjacent to Shed B’s south apron, with a scheduled in-water work window between June 15 and November 30, 2025, or 2026 if necessary. The project requires contractors to understand and comply with various environmental and regulatory permits related to marine construction, including considerations for spawning seasons of local fish species, with no additional compensation for coordination efforts. Bids must be submitted via email by July 30, 2025, with an optional pre-bid meeting scheduled for July 23, 2025. Additionally, there is an additive alternate for demolishing the entire Pier 60 structure, which includes removing approximately 72 piles, hazardous material abatement, and disposal of debris. The Pier 60 demolition is contingent upon funding and involves significant safety and environmental considerations due to the structure’s disrepair and presence of hazardous materials like asbestos and lead paint. The overall contract value is estimated between $500,000 and $2 million, and the project aims to address safety hazards while ensuring compliance with environmental regulations and permits from multiple agencies. For further details, interested bidders can contact the project manager, Paul Chasan.

The Pacific herring spawning or hatching season extends from December 1 – February 28; salmon and steelhead trout seasons extends from December 1 to June 1. Contractor shall comply with all construction regulations and construction mitigation requirements resulting from these specific spawning seasons. Project Description The baseline project is to remove the approximately 320 exposed piles adjacent to the Pier 50 Shed B south apron. There is one additive alternate which will be implemented if funding allows: Demolishing the entire Pier 60 structure.
Pier 50 South Apron Pile Removal – Baseline Project A red tagged portion of the south apron of Pier 50 fronting shed B (“South Apron”) poses safety hazards and has begun to collapse into the water. The Port is concerned that if left unaddressed, the failing portion of the South Apron could damage adjacent structurally sound areas of the apron. To mitigate this risk, the Port previously demolished the South Apron and severed it from adjacent occupiable portions of the South Apron. The apron removal project did not touch existing piles supporting the pier apron deck. For the Pier 50 Shed B Pile Removal Project, the Port intends to return to the site during the in-water work window to remove remnant piles that will be left exposed after decking fronting Shed B was removed. The project scope for the pile removal project involves removing and disposing of 320 14” wood piles. The scope involves in-water work. Piles will be removed at or below mudline using vibratory or direct pull methods or cutting piles at the mudline. The project will not result in any changes to use or intensity of use of the existing Pier 50 structure.
Scope of Work: Pier 50 South Apron Pile Removal
Remove approximately 320 exposed 14-inch diameter wood piles.
Existing piles to be removed at or below mudline using vibratory or direct pull or cutting at the mudline.
2018 bathy show mudline elevations range from 12 to 16 along Pier 50 South Apron.
Existing piles to be removed at or below mudline in areas where the decking has previously collapsed using vibratory extraction, direct pull or cutting at the mudline.
Pier 60 Demolition – Additive Alternate 1 This project will demolish and dispose of the entire Pier 60 structure including the pier apron and piles. Pier 60 is roughly 6,447 sq ft of pier deck located in China Basin immediately west of the 4th Street Bridge. The project will also remove remanent piles decking material from the seafloor in areas where the apron has previously collapsed. The structure has fallen into disrepair and has been red tagged as it is unsafe for human occupancy. The structure is composed of timber decking covered by asphaltic concrete and wood piles. Several wood piles are wrapped in concrete. A portion of the Pier 60 deck has fallen into the water. Hazardous materials (asbestos, lead paint) were discovered onsite and will need to be abated by a licensed professional before demolition begins.
Scope of Work: Pier 60 Demolition
Remove approximately 72 exposed 14-inch diameter wood piles.
Existing piles to be removed at or below mudline using vibratory or direct pull or cutting at the mudline.
