The contract extends Task Order 47QFCA21F0001 under the GSA Alliant 2 GWAC to maintain uninterrupted enterprise IT services for the U.S. Army Corps of Engineers during the resolution of a bid protest filed with the GAO. The extension is justified under FAR 16.507-6(b)(3) and GSA Class Deviation RFO-2025-16, permitting a sole-source modification due to its logical relationship to the previously competed Task Order 47QFCA20R0016, which covered the same scope of work. This five-month extension, effective through June 27, 2026, ensures continuity of critical IT functions including program management, IT infrastructure and shared services, cybersecurity, telecommunications, engineering design, emergency response, and transformation initiatives across CONUS and OCONUS locations, with primary performance based in Reston, Virginia. The extension relies on the FAR 52.217-8 Option to Extend Services clause and is valued at $89,999,857, calculated via an Independent Government Cost Estimate using historical invoicing data. The contract type is an indefinite-delivery/indefinite-quantity (IDIQ) with Cost-Plus-Award-Fee and cost-reimbursable line items covering labor, travel, materials, equipment, and other direct costs. The GSA AAS Contracting Office (QFAB) administers the contract on behalf of USACE OCIO/G-6, with no competitive bidding permitted during this period. Personnel supporting cybersecurity tasks are required to meet Federal, DoD, and USACE security policies including DoDIN accreditation, NIST SP 800-53 controls, and the Risk Management Framework, though specific clearance levels are not detailed. No additional options, key personnel designations, organizational conflict of interest provisions, or formal evaluation factors beyond the best-value trade-off basis of the original award are included. The extension is temporary and designed solely to bridge service delivery until the follow-on CASTLE-NET Task Order 47QFCA26F0004 is awarded.

General Info

Five-month sole-source extension of IT services to USACE via SAIC, valued at $89.9M, to maintain continuity until CASTLE-NET transition.

This Justification for an Exception to Fair Opportunity to extend Task Order 47QFCA21F0001 was issued in accordance with FAR 16.507-6(b)(3) (GSA Class Deviation RFO-2025-16). Task Order 47QFCA21F0001 provides scope to provide enterprise IT services for USACE including program management, IT infrastructure and shared services, general IT, cybersecurity services, engineering design, telecommunications services, emergency response, transformation, and surge/special projects capability and support

A fair opportunity to compete was provided under the original TOR 47QFCA20R0016 issued to all contractors under the Alliant 2 GSA GWAC. The justification for this extension to the RITS TO is based on a logical relationship to the competed TOR, as it continues the same scope of work and supports uninterrupted service until a resolution of the protest is reached and transitioned to the follow-on competitive CASTLE-NET award.. The sole source extension is limited to five-months to maintain continuity of services while allowing sufficient time for the resolution of the protest filed to GAO.
