THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A QUOTE (RFQ).  A RFQ WILL NOT BE ISSUED AND QUOTES WILL NOT BE REQUESTED.


Naval Surface Warfare Center Indian Head Division (NSWC, IHD), intends to award a firm fixed price purchase order on a non-competitive basis to Innovative Imaging and Research, Building 1103 - Suite 135A, Stennis Space Center, MS 39529 for Extreme High Dynamic Range (XHDR) / Hyperspectral Imaging (HSI) Camera systems


Innovative Imaging Research has resolution to high-speed frame rate ratios (400 to 1000 fps), proprietary UI's/software, and display technology which no other HDR camera system or manufacturer offers.



This action is to be undertaken in accordance with the Federal Acquisition Regulation (FAR) Revolutionary FAR Overhaul (RFO) 12.102(a) on the basis that only one source is available in meeting the government’s requirements.


The North American Industry Classification System (NAICS) for this requirement is 334310. The Product Service Code (PSC) code is 6710. The resulting award will be a firm fixed price purchase order.


This Notice of Intent is NOT a request for quotes. Interested parties may identify their capability to respond to this requirement by July 16, 2026 at 10AM (EST). Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or whether not to conduct a competitive procurement. The determination not to compete this proposed purchase order action is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice.


Responses to this electronic notice must be made by 10:00 a.m. EST on July 16, 2026. Interested vendors must be registered in the System for Award Management (SAM) at https://www.sam.gove/portal/public/SAM.  Oral communications are not acceptable in response to this notice.
