EXTREME OWNERSHIP TRAINING

The National Aeronautics and Space Administration, through the NASA Shared Services Center, is seeking a small business contractor to deliver an onsite leadership development workshop based on the principles of Extreme Ownership at the Goddard Space Flight Center in Greenbelt, Maryland, on September 22, 2026. The requirement includes a half-day, 3- to 4-hour training session conducted by a single trained instructor, preceded by a pre-event strategy call to align on objectives and logistics. The contractor must provide Extreme Ownership Training Manuals for all attendees and 150 copies of the book Extreme Ownership by Jocko Willink and Leif Babin, with all materials shipped to the training location and properly marked as United States Government property. Post-workshop, access to online courses from the Extreme Ownership Academy, including the Framework, The Readback, and The Debrief, along with a discussion guide, must be provided to all participants. The instructional content must integrate presentation, interactive discussion, Q&A, and practical exercises focused on building cross-functional relationships, effective communication across all levels of command, simplifying plans, empowering team leadership, and decision-making under uncertainty. The contract is firm-fixed-priced and subject to multiple deviations from standard FAR clauses, including those related to commercial services, SAM maintenance, DEI discrimination prohibitions, sustainable products, whistleblower rights, export controls, and release of sensitive information. All offerors must be registered in SAM.gov and comply with U.S. export control regulations, including ITAR and EAR, especially regarding access to controlled data by foreign persons. The solicitation is a small business set-aside, with a response deadline of August 4, 2026, at 3:00 p.m. CT, and quotes must include two points of contact, remain valid for 30 days, and be submitted via email to McKenzie Hanson. The award will be determined under either best value or lowest price technically acceptable criteria, with technical acceptability serving as a mandatory pass/fail gate under LPTA. Delivery is FOB destination, and all performance, including shipment of materials, must meet federal requirements for packaging, identification, and compliance with heightened security and non-discrimination standards.
