SOLICITATION: NFFP7230-16-03179JR SPECIAL NOTICE - INTENT TO AWARD ON A SOLE SOURCE BASIS ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with EWOS Canada, Ltd. in support of NOAA's National Marine Fisheries Service (NMFS) for providing proprietary extruded fish food. ***The sole source determination is based on the National Oceanic & Atmospheric Administration's (NOAA), National Marine Fisheries Service (NMFS) mission of stewardship of living marine resources. Due to dramatic declines in fishery production and continued high demand, the Sablefish has been identified as a priority species for commercial farming in the Pacific Northwest. NMFS has developed methods of Sablefish aquaculture in marine net pens. A diet containing specific amounts of protein and fat identified by research is necessary for efficient growth and cost-effective production of market sized Sablefish is now being tested on a semi-commercial scale in the NOAA net pen facility at Manchester, Washington. NOAA does not have the facilities to produce the required feed. The fish food required is proprietary and manufactured only by EWOS Canada, Ltd. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.

NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
