AI Contract Overview
The U.S. Government is conducting a follow-up market research effort for the F-15SA Programmed Depot Maintenance (PDM) program under solicitation number FA8575_F15SA_PDM, aimed at refining requirements based on prior industry feedback before initiating a formal solicitation. This is strictly for planning purposes and does not constitute a request for proposals or a guarantee of future contract award. The program will support the Royal Saudi Air Force with depot-level maintenance on 145 F-15SA aircraft, including 82 production and 63 converted airframes, contingent upon RSAF funding and U.S. exercise of options. The first four aircraft will be used for validation and verification under the base contract. Performance of maintenance will occur primarily in Saudi Arabia, with critical safety responsibilities including the UIL inspection requiring contractors to confirm facility readiness. The work must adhere to detailed technical directives including the F-15SA PDM Work Specification and Performance Work Statement, all Technical Orders, Country Specific Technical Orders, and applicable Military Standards such as MIL-PRF-131 for barrier wrapping and AFMCI 24-201 for packaging. Strict masking protocols using Number 425 Tape or approved substitutes are specified for components like the canopy, fuselage-mounted missile launchers, landing gear, and all seams to prevent PMB damage. Contractors are required to submit a Rough Order of Magnitude price estimate, feedback on the PWS and WS, and a detailed assessment of the Government Furnished Equipment list. Intellectual Property handling must be clearly addressed as part of response input. Contractors must comply with extensive security obligations, including Secret-level U.S. clearances through DD Form 254 and Saudi Secret clearances for personnel accessing RSAF or SAG facilities, and must adhere to NIST SP 800-171 and DoDI 5200.48 standards for Controlled Unclassified Information. All Government Furnished Property is subject to FAR 52.245-1 and DFARS 252.245-7002, requiring accurate tracking and reporting via the PIEE GFP Module. Payment and invoicing will occur through WAWF within the PIEE ecosystem, with monthly billing due within 10 business days of month-end and detailed reporting by CLIN and ACRN. The Industrial Participation Proposal is a mandatory, pass/fail requirement before source selection, with evaluation based on contributions to Saudi Arabia’s defense

Sources Sought Notice: FA8575_F15_PDM (Follow-Up)
The U.S. Government (USG) is issuing this follow-up Sources Sought (SS) notice for the F-15SA Programmed Depot Maintenance (PDM) program.
Important Information
- Market Research Only: This is for information and planning purposes only. It is not a request for proposal and does not guarantee a future contract.
- Based on Your Feedback: The USG has updated the program requirements based on the industry feedback we received from the previous Sources Sought. We are now asking for a second review.
- Flight Safety & Facilities: Because the UIL inspection is critical for flight safety, any potential contractor must identify the existing facilities where they would perform this work if they are awarded the contract.
- Ongoing Questions: You can email us questions at any time. The USG will do its best to answer them and will update this Sources Sought notice if needed.
Program Details
- First 4 Jets: The first 4 jets will be inducted under the basic contract for Validation and Verification (VAL/VER).
- Total Jets: The entire PDM program (basic contract plus all options) will cover a total of 145 F-15SA aircraft (82 Production and 63 Converted). This total depends on the Royal Saudi Air Force (RSAF) funding all options and the USG choosing to exercise them.
