F-16C Block 30 SCU 9 Litening G4/SE Operational Flight Program and Productionized Litening Digital Port (LDP) System Design Enhancements

THIS IS A SYNOPSIS (NOTICE OF INTENT) FOR A SOLE SOURCE ACQUISITION AS REQUIRED BY FAR PART 5.2. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). The Contracting Officer has determined that the circumstances of this contract action deem only one source is reasonably available in accordance with FAR 6.302-1. This requirement is considered noncommercial in nature and any resultant contract will be awarded in accordance with FAR 15. The AFLCMC/WWMK-HL Contracting Office intends to award a sole source Cost Plus Fixed Fee contract to Northrup Grumman. The contractor will develop a production baseline for the LITENING G4/SE Targeting Pod (TGP) OFP to support integration with the ACC F-16 Block 30 SCU 9 OFP. Two additional tasks are: 1) Complete items necessary to finalize the Litening Digital Port (LDP) system and ready it for production. 2) Provide 5 LDP retrofit kits, installation, and support to conduct lab and flight test. The solicitation for this requirement will be issued to Northrup Grumman as a Request For Proposal (RFP) with a North American Industry Classification System (NAICS) code of 541511 with a size standard of $25.5. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Any firm that believes it can meet the specifications above may give written notification to the point of contact below no later than 05 FEB 2012. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon the responses to this notice is solely within the discretion of the Government.
