The F-35 Joint Program Office is seeking support for the redesign of the Ordnance Hoist System (OHS) through a sole source contract awarded to Lockheed Martin Aeronautics Company, the primary designer, developer, manufacturer, and integrator of the F-35 aircraft and its associated equipment. This procurement is justified under statutory authority 10 U.S.C. 2304(c)(1), which permits sole source awards when only one responsible source can meet the requirements. Lockheed Martin possesses the proprietary technical documentation, specialized skills, software, and expertise necessary to complete the redesign within the required timeframe. The government emphasizes that no other sources are qualified or capable of fulfilling these requirements, although responsible sources may submit capability statements or proposals within thirty days of the notice, which will be considered. The contract is managed by the Naval Air Systems Command under the Department of Defense, with the performance location in Fort Worth, Texas. The notice clarifies that this is not a solicitation and there is no obligation on the government to issue a formal solicitation or award. All data related to the F-35 program is export-controlled and restricted from foreign access. Interested parties are encouraged to seek subcontracting opportunities through the primary point of contact, Edwin Wilbert. The government maintains that the data and technical requirements are unique to Lockheed Martin, making them the only qualified source to meet the redesign needs for the Ordnance Hoist System on the F-35 program.
