AI Contract Overview

The Naval Air Systems Command intends to award a sole source Cost-plus Incentive Fee Delivery Order to The Raytheon Company for the procurement of twelve Configuration D Retrofit Kits. These kits are required to support the AN/APG-79 Active Electronic Scanned Array RADARs used by the F/A-18 and EA-18G programs. Because The Raytheon Company is the sole developer of the radar system and holds the proprietary rights, they are identified as the only source capable of fulfilling the requirement. This action is being conducted under Basic Ordering Agreement N00019-15-G-0003. While this notice serves as an intent to award rather than a request for proposals, the government allowed interested parties to provide evidence that competitive procurement would be advantageous. All inquiries regarding this requirement were directed to the designated contracting officers by the January 2016 deadline.

The Naval Air Systems Command (NAVAIR), F/A-18 & EA-18G Program Office (PMA-265), intends to award on a sole source basis a Cost-plus Incentive Fee (CPIF) Delivery Order (DO) under Basic Ordering Agreement N00019-15-G-0003 with The Raytheon Company (TRC). The purpose of this contract action is to procure a quantity of twelve (12) Configuration D Retrofit Kits in support of the AN/APG-79 Active Electronic Scanned Array (AESA) RADARs. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy the requirements." TRC is the sole developer of the AN/APG-79 AESA family of products and related ancillary equipment and maintains the proprietary rights to this RADAR system. Accordingly, it is the only source capable of providing the required efforts. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. No contract will be awarded on the basis of offers received in response to this notice. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this requirement is within the discretion of the Government. No phone inquiries will be entertained. All inquiries and concerns shall be addressed via email to Michelle Shanahan at contact@example.gov or John Britt at contact@example.gov no later than 14 January 2016, 2pm local time. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future procurement. Companies interested in subcontracting opportunities may contact The Raytheon Company, 2000 E. El Segundo Blvd, El Segundo, CA 90245 or Raytheon's Small Business Liaison Officer at +1 (555) 000-0000.
