The Naval Air Systems Command plans to award a sole-source, Firm-Fixed-Price contract to Raytheon Company for the initial production of 72 ADVEW P-Kits for the F/A-18 E/F aircraft, continuing a previous Other Transaction Authority prototype effort. Each P-Kit includes critical electronic warfare components such as Enhanced Low-Band Antennas, Leading-Edge Extension Transmitters, Enhanced Leading-Edge Flaps, Bay 4L rails and racks, ESM/EA systems, Mid-Band/High-Power Amplifiers, Enhanced Antenna Detector Plus units, and High Power Splitters. The contract encompasses not only the physical kits but also full lifecycle support including design, manufacturing, testing, calibration, program management, cybersecurity compliance, systems engineering, logistics planning, training, technical documentation, special tooling, spare parts, and depot-level repair services. All software and technical data will be provided under a Special Negotiated License granting Government Purpose Rights. The contractual authority for this non-competitive award stems from 10 U.S.C. 4022(f) and DFARS 206.001-70, which permit follow-on production contracts to the original developer of a successfully completed OTA prototype, in this case Raytheon as the sole designer and proprietary Technical Data Package holder. The contract structure includes a base with two options, with an anticipated award in July 2027 and deliveries spanning through June 2030, based on a 24-month lead time. This presolicitation notice, issued under solicitation number N00019-25-RFPREQ-TPM265-0246, is not a request for competitive bids and responses must be submitted by July 23, 2026. Inquiries should be directed to Laurelle Brown-Hill, while subcontracting opportunities are to be pursued directly with Raytheon. The performance location is linked to Patuxent River, Maryland.

The Naval Air Systems Command (NAVAIR) intends to award a Firm-Fixed-Price (FFP) contract on a sole-source basis to the Raytheon Company (CAGE code: 06129) for the initial production capability of the F/A-18 E/F Advanced Electronic Warfare (ADVEW) program.

This procurement provides for the production of an anticipated quantity of 72 ADVEW P-Kits. Each P-Kit consists of approximately  each of the following components: Enhanced Low-Band Antenna (ELBA), left-hand and right-hand Leading-Edge Extension – Transmit (LEX-TX), left-hand and right-hand Enhanced Leading-Edge Flap (E-LEF), Bay 4L rail, Bay 4L rack, Bay 4L Electronic Support Measures/Electronic Attack (ESM/EA), Bay 4L Mid-Band/High-Power Amplifier (MBHPA), Enhanced Antenna Detector Plus (EAD+), and x2 High Power Splitters.

In addition to the physical P-Kits, NAVAIR anticipates acquiring the following associated supplies and services:

  • Design, development, manufacture, assembly, modification, testing, prototyping, calibration, and production efforts associated with the retrofit kits.

  • Program management, operations security, cybersecurity compliance, non-recurring engineering, and systems engineering.

  • Integrated logistics and product support, training, logistics forecasting, life-cycle support, shutdown, and demilitarization efforts.

  • Development, validation, verification, and/or revision of technical publications, manuals, engineering drawings, and technical directives.

  • Production, modification, calibration, and depot-level repair of retrofit safety and test equipment, life-of-type/spare/repair parts, special tooling, subsystems, and training devices.

  • Training services, repair/modifications of government-furnished property, and related software and technical data (via Special Negotiated License providing Government Purpose Rights).

Statutory Authority:
This follow-on production contract is exempt from the competition requirements outlined in FAR Part 6 and DFARS Part 206. It is being awarded pursuant to 10 U.S.C. 4022(f) and DFARS 206.001-70, which permits the award of a follow-on production contract to the successful participant of a competitively awarded Other Transaction Authority (OTA) prototype project. The Raytheon Company is the Original Equipment Manufacturer (OEM) and sole designer/developer possessing the proprietary Technical Data Package (TDP).

Delivery Schedule:
The anticipated contract type is a base with two (2) options. The initial contract award is anticipated in July 2027, with deliveries occurring through June 2030 (based on a 24-month lead time).

Modernization and Sustainment of the T-7 Family of SystemsThis sources sought notice outlines the U.S. Air Force’s initiative to identify qualified industry sources capable of supporting the modernization and sustainment of the T-7 Family of Systems, which includes the T-7A air vehicle, the Ground Based Training System, the Maintenance Training System, and associated equipment and infrastructure. The effort is focused on both sustaining the current aircraft configuration and developing, testing, integrating, producing, and fielding new or upgraded capabilities beginning as early as Fiscal Year 2029, with potential modernization priorities including terrain and air collision avoidance systems, barrier compatibility enhancements, pilot-selectable G-limits, improved pilot vehicle interface features such as divert mode and tactical situational awareness enhancements, and the replacement of the current inertial navigation system with an Embedded GPS/INS system featuring a ring-laser gyro to improve accuracy, anti-jamming resilience, and operational reliability. Sustainment activities encompass a broad range of support functions including depot maintenance, technical order development and revision, configuration management, diminishing manufacturing sources and material shortages mitigation, supply chain and spares management, fleet health and reliability analysis, and data rights acquisition to enable future modifications. Responses must demonstrate proven capability across multiple technical and managerial domains, including advanced aircraft systems engineering, software sustainment under complex data rights environments, supply chain management for proprietary and obsolete components, and experience integrating modifications on similar high-performance training or combat aircraft. Offerors must show experience working with original equipment manufacturers, managing technical data and modification processes, and possessing the infrastructure—either through existing facilities or a credible timeline to establish them—to conduct work at government or contractor locations. The Government requires detailed accounts of teaming or subcontracting arrangements, including past collaboration experience and the specific roles each party would play. Respondents must clearly indicate their socioeconomic status as defined by SAM registration, including any small business, veteran-owned, or disadvantaged classifications, and provide justification for anticipated small business utilization if applicable. All submissions must be submitted in writing or electronically, not exceeding 30 pages, with no oral presentations accepted, and must be received by the specified deadline. Responses are solely for market research purposes and do not constitute a commitment to award a contract, nor will costs incurred in preparing responses be reimbursed. Security clearances up to the Secret level will be required prior to any potential contract award.
