Full Description
The Naval Air Systems Command (NAVAIR) intends to award a Firm-Fixed-Price (FFP) contract on a sole-source basis to the Raytheon Company (CAGE code: 06129) for the initial production capability of the F/A-18 E/F Advanced Electronic Warfare (ADVEW) program.
This procurement provides for the production of an anticipated quantity of 72 ADVEW P-Kits. Each P-Kit consists of approximately each of the following components: Enhanced Low-Band Antenna (ELBA), left-hand and right-hand Leading-Edge Extension – Transmit (LEX-TX), left-hand and right-hand Enhanced Leading-Edge Flap (E-LEF), Bay 4L rail, Bay 4L rack, Bay 4L Electronic Support Measures/Electronic Attack (ESM/EA), Bay 4L Mid-Band/High-Power Amplifier (MBHPA), Enhanced Antenna Detector Plus (EAD+), and x2 High Power Splitters.
In addition to the physical P-Kits, NAVAIR anticipates acquiring the following associated supplies and services:

Design, development, manufacture, assembly, modification, testing, prototyping, calibration, and production efforts associated with the retrofit kits.

Program management, operations security, cybersecurity compliance, non-recurring engineering, and systems engineering.

Integrated logistics and product support, training, logistics forecasting, life-cycle support, shutdown, and demilitarization efforts.

Development, validation, verification, and/or revision of technical publications, manuals, engineering drawings, and technical directives.

Production, modification, calibration, and depot-level repair of retrofit safety and test equipment, life-of-type/spare/repair parts, special tooling, subsystems, and training devices.

Training services, repair/modifications of government-furnished property, and related software and technical data (via Special Negotiated License providing Government Purpose Rights).
Statutory Authority:
This follow-on production contract is exempt from the competition requirements outlined in FAR Part 6 and DFARS Part 206. It is being awarded pursuant to 10 U.S.C. 4022(f) and DFARS 206.001-70, which permits the award of a follow-on production contract to the successful participant of a competitively awarded Other Transaction Authority (OTA) prototype project. The Raytheon Company is the Original Equipment Manufacturer (OEM) and sole designer/developer possessing the proprietary Technical Data Package (TDP).
