This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement PGI 206.103-170. The Naval Air Systems Command (NAVAIR), PMA-265 is conducting market research to identify potential sources with the expertise, capabilities, and experience for the F/A-18 E/F and EA-18G aircraft inspections, modifications, repairs, and F/A-18 E/F and EA-18G Inner Wing Panel (IWP) modifications and repairs.  The remanufacturing efforts for the F/A-18 E/F and EA-18G will restore aircraft and IWP service life projections to the new design specifications. 



THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL.  The results of this Sources Sought will be utilized to determine if the required product exists in the marketplace and if any Small Business Set-Aside opportunities exist. All Small Business Set-Aside categories will be considered. A site visit is required to determine a suitable source.

The Product Service Code (PSC) for this requirement is K015 (Modification of Equipment - Aircraft and Airframe Structural Components). The NAICS code is 336411 (Aircraft Manufacturing). 



REQUIRED CAPABILITIES  


  • Relevant Experience: Proven past performance executing complex structural repairs, remanufacturing, and Service Life Extension Programs (SLEP) on F/A-18 E/F, EA-18G, or similar tactical aircraft, including Inner Wing Panel (IWP) analysis. 


  • Liaison Engineering: Capability to provide on-site or reach-back liaison engineering support to rapidly resolve discrepancies, document non-conformances, and design localized repairs when standard technical manuals do not cover the structural degradation found, specifically corrosion issues. 


  • Engineering & Technical Proficiency: Ability to interpret and execute Original Equipment  Manufacturer (OEM) (Boeing) Technical Data Packages (TDPs), provide liaison engineering for structural deviations, and perform advanced Non-Destructive Inspections (NDI). 


  • Facilities, Tooling & Security: Possession of adequate hangar space, specialized structural tooling, and the requisite Facility Security Clearances (FCL) and personnel clearances (e.g., SECRET) to handle tactical aircraft and systems. 


  • Quality & Safety Compliance: An established Quality Management System (QMS) certified to AS9100/AS9110 (or DCMA-approved equivalent), and strict adherence to NAVAIR ground and flight safety regulations. 


  • Supply Chain Management: Demonstrated ability to source military-grade aviation materials and proactively manage Diminishing Manufacturing Sources and Material Shortages (DMSMS).
