INTRODUCTION
The Naval Air Systems Command (NAVAIR) at Patuxent River, MD announces its intention to procure a comprehensive Technical Data Package (TDP) for the FPU-13/A Fuel Tank Assembly (FTA). The applicable Product Service Code (PSC) is 7650 and the North American Industry Classification System (NAICS) code is 336413. In accordance with the Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) 10.001, this Sources Sought serves as a market research tool to identify potential and eligible business firms capable of providing the described supplies/services prior to determining the method of acquisition and issuing a Request for Proposal. Any contract actions that the Government may intend to procure in the future will be synopsized on the Government-wide Point of Entry (GPE), as applicable, in accordance with RFO 5.201(b).
REQUIRED CAPABILITIES
The goal of this effort is to procure a tailored TDP for the FPU-13/A FTA to support repair and sustainment activities at U.S. Navy Organizational, Intermediate, and Depot-level repair sites. The offeror must be capable of developing and delivering a TDP in accordance with MIL-STD-31000C, to include Product Engineering Design Data (sufficient to support removal and replacement of subassemblies, fault isolation, and the manufacture/repair of wiring harnesses and tubing), Commercial Engineering Design Data, Special Tooling (ST) Engineering Design Data, Specifications, and Special Packaging Instructions (SPI) Engineering Design Data, along with required metadata. Engineering design data is not required for the original manufacture or full construction of the entire FTA or structural repair of major FTA structural components. Additionally, the offeror must be capable of hosting and supporting a TDP Guidance Conference and incremental In-Process Reviews (IPRs) to ensure complete understanding of Government requirements and to facilitate the delivery of data to a Government-managed authoritative source repository.
SUBMISSION DETAILS
Interested businesses shall submit a brief capabilities statement package (no more than ten 8.5 x 11 inch pages, font no smaller than 12 point, 1.5 spaced) demonstrating their ability to provide the supplies or services listed in the required capabilities described herein. Documentation should be in bullet format. The capability statement package shall be sent via email to gabrielle.j.blew.civ@us.navy.mil.
