The U.S. Environmental Protection Agency’s Cincinnati Acquisition Division plans to negotiate a sole source contract with Eastern Research Group Inc. (ERG) to provide enforcement, litigation, and technical support services for the Office of Civil Enforcement and its regional counterparts. This contract will cover a broad range of activities including case development and negotiation strategy support, creating management and data systems for enforcement and compliance monitoring, conducting on-site inspections and investigations, and delivering enforcement-related training in partnership with the National Enforcement Training Institute. ERG’s role will encompass all relevant environmental statutes such as the Clean Water Act, Clean Air Act, Resource Conservation and Recovery Act, and others, ensuring comprehensive support across air, water, and waste chemical enforcement areas. The support services will be extended to EPA offices, regions, states, U.S. territories, and tribal authorities. ERG is uniquely positioned as the sole source provider because of its expertise in enforcement and records management, coupled with the absence of conflicts of interest given that it does not perform compliance services within industry. This ensures unbiased and timely case negotiation and compliance inspection services across all enforcement areas. The contract is expected to be a five-year Indefinite Delivery, Indefinite Quantity (IDIQ) arrangement with time and material task orders, corresponding to NAICS code 541620 (Environmental Consulting Services) with a small business size standard of $15 million. While this announcement is not a request for competitive proposals, the EPA invites any other capable firms to submit evidence of their qualifications by a specified deadline for consideration. The government anticipates issuing the solicitation to ERG around June 1, 2020.
