CGB Goat Grazing

The Bureau of Reclamation is seeking to establish a five-year Blanket Purchase Agreement (BPA) for vegetation management using goat and/or sheep grazing on lands within the Central and Northern California Area Offices, primarily in the Wildland-Urban Interface areas of Placer, El Dorado, Shasta, Trinity, Tehama, and Glenn Counties. This initiative aims to reduce fire risk through prescribed grazing, with each individual task order under the BPA expected to last between three and twelve months. The BPA is structured as a firm-fixed-price contract on a per-acre basis, with a maximum total value of $1,042,985 over the five-year period and an annual cap of $208,869. There is no minimum guarantee of work, and pricing must encompass all labor, materials, travel, per-diem, and incidental costs. The contract is set aside for small businesses with a NAICS code 112420 size standard of $2.5 million in annual revenue. To qualify as a potential vendor, firms must respond to this Sources Sought Notice by June 18, 2026, by submitting comprehensive documentation including business size and classification, contact details, a capabilities statement, and verifiable evidence of their ability to deliver goat or sheep grazing services. Respondents must also affirm compliance with strict environmental and safety requirements, including adherence to buffer zones around sensitive ecological and archaeological sites, avoidance of natural watercourse disruption, posting of public warnings for electric fencing and guard dogs, and completion of Reclamation-provided environmental training prior to any work commencement. Contractors are required to submit monthly itemized invoices through SAM.gov, accompanied by geospatial maps and before-and-after photo documentation of treated areas, all delivered no later than five business days after month-end. The Contracting Officer’s Representative will conduct ongoing evaluations, and failure to correct deficiencies will prevent task completion and payment.
