This task order is the result of a 2-phase solicitation. The first phase purpose was to select a target of five highly qualified remediation services contractors under NAICS code 562910. In accordance with the RFP, the Government evaluated the performance capability proposals in accordance with specific criteria and short-listed a target of five (5) firms to receive Firm-Fixed Price Indefinite Delivery-Indefinite Quantity contracts. The RFP states, "If the Contracting Officer determines during the source selection process that fewer or more than that number of contracts should be awarded, the Contracting Officer has the discretion of adjusting that number (higher or lower), or awarding none at all." The Contracting Officer selected six firms to receive IDIQs as MATOC participants. The Government received proposals from all six selected 8(a) MATOC participants in response to the task order RFP in the second phase of W912DW-11-R-0045. During the evaluation process, all proposals received careful consideration in accordance with the RFP evaluation method. The second phase presented a task order RFP with an evaluation method that made award to the low-priced technically acceptable offer (LPTA.) All proposals were technically acceptable; the Offeror presenting the lowest price was to receive the task order award. Ahtna/Hart Crowser JV presents the lowest priced technically acceptable offer and is to receive task order award number W912DW-11-D-1032-0001 for all base and option items 0001 thru 0005 (including sub-item) in the amount of $162,028.00. All other ERS MATOC participants receive the following contract numbers, each with a shared guaranteed minimum base period amount of $10,000.00 ($1,666.66, each) to be deobligated should a task order satisfy that amount during the base period. The ERS MATOC participants will compete for orders on a base period not to exceed $24.5 million.
