- Optional tank-level monitoring or vendor-managed delivery services, if commercially available and proposed.

The Government anticipates that refill quantities, timing, and annual consumption may vary based on weather, operational requirements, and tank capacity. The Government does not guarantee any minimum quantity of propane or minimum number of calls.

Notice of Intent to Sole Source: Commercial Industrial and Liquid Gases and Cylinder Maintenance
Solicitation # W51AA1-27-N-0001
The Department of Defense, through the Army Contracting Command-Aberdeen Proving Ground Tobyhanna Division, has issued a notice of intent to award a sole-source purchase order for the supply and delivery of twelve commercial industrial and liquid gas products. These materials, which include liquid argon, nitrogen, oxygen, and specialized shielding-gas mixtures, are critical for depot manufacturing, electronics testing, and radar overhaul operations at the Tobyhanna Army Depot in Pennsylvania. The government intends to award the contract to Haun Welding Supply, Inc. under FAR Part 12, citing them as the only known source capable of meeting the immediate requirement without causing an unacceptable interruption to critical support. A key requirement is the maintenance of a 24-hour emergency response capability to ensure uninterrupted operations. While the government intends to proceed with a sole-source award, it will consider capability statements from other responsible sources. Interested parties must demonstrate their ability to meet delivery schedules, support existing infrastructure, and comply with all safety and installation-access requirements. Capability statements, including company identification and technical experience, must be submitted via email to Justin Marino by November 6, 2026.
