RFQ-DC-13-00134 The U.S. Environmental Protection Agency (EPA) National Health and Environmental Effects Research Laboratory (NEERL) / Office of Research and Development ORD Western Ecology Division is seeking an individual, at least eighteen (18) years of age, who has completed a Master?s Degree or equivalent and is currently pursuing a Ph.D at an accredited experiential college or university in the Social Sciences or related field of study to provide services under a contractual agreement. The student contractor will receive hands on qualitative research experience and training on a content analysis study and experience as a cooperative leader of a research project team. The content analysis will be used to increase insight on different ways people benefit from environmental attributes, as well as identification of specific environmental metrics describing those attributes. The content analysis will be conducted on previously published text from a variety of sources. This solicitation is being issued pursuant to the personal services contracting authority granted by Congress in the Consolidated Appropriation Resolution for 2003 (P.L. 108-7). A firm-fixed-price purchase order will be issued to the successful student or recent graduate selected for the position. The base period of performance for this purchase order is for a period of twelve months.
