The Bureau of Reclamation's Lower Colorado Region plans to enter a sole source, firm-fixed price contract with Riverbottom Farms for farming and irrigation services at the Cibola National Wildlife Refuge restoration site in Arizona. Riverbottom Farms is uniquely authorized under an existing agricultural agreement with the refuge, making it the only cooperative farmer permitted to operate on the land. Due to this exclusive status, the government has identified Riverbottom Farms as the sole capable provider for these services and prepared a justification for proceeding without full and open competition. This notice is an intent announcement only, not a solicitation for competitive bids, with a response deadline of October 12, 2018, for interested parties to submit capability statements. The procurement will be conducted under Negotiated Acquisition Procedures with an expected award date in December 2018. This acquisition is categorized under NAICS code 115112 for soil preparation, planting, and cultivating, and falls under a Small Business Size Standard of $7.5 million. The Department of the Interior’s Denver Federal Center will oversee the contract, with the point of contact being Kathy Berry at the Bureau of Reclamation. Award details and related justifications will be publicly posted on government procurement websites after contract finalization. Questions and statements of interest can be submitted prior to the specified deadline, but the decision to forego competition rests solely with the government.
