The contract modification pertains to a sole source, firm-fixed price indefinite quantity/indefinite delivery contract aimed at remedial actions for various electrical utility sites under the Naval Facilities Engineering Command, Pacific Area of Responsibility. The current contract, originally valued at $25 million, is proposed to be increased by $20 million, making the new not-to-exceed total $45 million. The modification is awarded under the authority of FAR 6.302-1 due to the contractor’s unique knowledge and experience with the project requirements. Work involves revising existing planning documents and implementing remedial actions using indirect thermal desorption treatment to process approximately 14,000 tons of polychlorinated biphenyl-contaminated soil on Guam, supporting the Commander of U.S. Naval Forces Marianas. This approach avoids inefficiencies such as duplicated efforts, increased costs, and project delays that would result from engaging other contractors or equipment, including securing additional regulator approvals, permits, or shipping new treatment units to Guam. The government emphasizes that this notice is not a competitive solicitation but invites interested parties to express interest and capability by a specified deadline for informational purposes only, with a final decision on competition at the government’s discretion. The contracting office is managed by Navfacsyscom Pacific and headquartered at JBPHH, Hawaii, with designated points of contact provided for inquiries.
