Due to the size and scope of its fuel operations, GLBA must designate a classified U.S. Coast Guard Oil Spill Removal Organization (OSRO) to satisfy the requirements of 33 CFR 154.1045 and 33 CFR 154.1028(a)(1)(4). This announcement constitutes the only notice. This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
