The Department of the Interior’s MP-Regional Office is seeking industry input for a future firm-fixed price service contract to perform no-till native seeding across approximately 383.8 acres in five paddocks along East Side Road at Lake Berryessa, California, as part of post-fire recovery efforts funded by BIL-BAR and guided by the July 2008 Lake Berryessa East Side Grazing Management Plan. This effort, currently in a Sources Sought/Request for Information phase under solicitation number 140R2026Q0094, is exclusively reserved for small businesses under NAICS code 115112, and all respondents must be registered in SAM.gov with verified size status and Unique Entity Identifier. Offerors are required to demonstrate capability through past performance details, including project scope, value, and duration of at least three similar ecological restoration projects within the last five years, alongside company information such as Cage Code, business size verification, and socioeconomic certification. The eventual contract will require the contractor to supply all labor, supervision, equipment, tools, and materials, including a 100% native grass and wildflower seed mix of at least five species from a government-provided list, with seed purity, viability, and labeling compliant with state and federal regulations. Performance is expected to occur between October and November, with a proposed base period from October 1, 2026, to November 30, 2026, and an optional second year from October 1, 2027, to November 30, 2027. Work will be conducted Monday through Friday, excluding federal holidays, with equipment staging permitted at the Eticuera Day Use Area. Prior to work initiation, contractors must submit and receive written approval for both a detailed Work Plan covering seed mix, equipment and decontamination procedures, sequencing, daily production rates, and environmental compliance measures, as well as a Contractor Quality Control Plan within fifteen days of award that details inspection procedures, personnel roles, monitoring frequency, and corrective action processes. The government will exercise separate option-year CLINs for each paddock based on post-base-year monitoring outcomes. Failure to comply with approved plans or performance outcomes will require the contractor to remedy non-conforming work—including re-seeding, re-performance, or replacement—at no additional cost to the government.
