The Confederated Tribes of the Colville Reservation is soliciting proposals for a comprehensive lot cleanup and maintenance project located in Nespelem, Washington. The selected contractor will be responsible for providing all labor, equipment, and transportation to perform grass cutting and vegetation control, the removal of garbage and debris, and the decommissioning and removal of designated products, equipment, and materials at two properties. The scope includes ensuring all waste is transported to authorized facilities in compliance with local, state, and federal regulations, and performing a final site inspection to ensure the lots are left in a clean, orderly, and safe condition. Contractors must immediately report any discovered hazardous or contaminated materials and maintain appropriate insurance and safety procedures throughout the project. The contract is intended for a term of up to three years on an as-needed basis, with potential year-to-year extensions. Award selection is based on a criteria evaluation process that prioritizes reliability and effectiveness within a reasonable budget, though the Tribes may select a proposal other than the lowest cost option. There is a significant preference for Indian Offerors, with specific scoring points awarded based on TERO certification levels, ranging from 100% Colville Business Enterprises to non-certified Indian-owned businesses. A responsible Indian Offeror may be awarded the contract if their price is within 10% of the lowest non-Indian bid. Proposals are due by November 5, 2026, and must include a detailed cost proposal, resumes for key personnel, and certifications regarding debarment and suspension. For contracts exceeding 100,000 dollars, a performance bond is required; otherwise, a 25% retainage may be applied.
