Full Description

The objectives of the work effort are to treat approximately 500 acres per year of pre-identified areas within the perimeter of Fort Huachuca, Arizona. The intent of the treatment is to reduce the fire hazard related to fuel loading and reduce brush encroachment by mechanically treating mesquite. The work will be accomplished with equipment that will minimize unnecessary soil compaction and disturbance. The successful contractor shall provide any and all permits, licenses and bonds necessary to fulfill contracting requirements. The contractor shall provide all labor, equipment (including cutter), suppliers, supervision, transportation, operating supplies and incidentals necessary to complete the tasks/subtasks specified in the contract. Equipment to be used on this mesquite extraction contract will be consistent with that used in the forest and fuels management industry. Equipment should minimally compact and disturb the soils in the treated area. Equipment expected to be used will pull the mesquite tree from the ground and not require digging or blading of the surface soils. Reseeding of the affected area will not be a task on this contract. Extracted mesquite trees will be left in place to minimize future surface erosion and to introduce organics into the soil. All drainage areas and other sensitive features will be avoided and will be identified by a Government representative prior to commencement of work on the assigned acreage. Payment will be by acre treated, with per acre costs determined by mesquite density. Payment through the Defense Finance and Accounting Service iRAPT invoicing and payment system. Due to environmental constraints, the anticipated period of actual work will commence on September 21 and end on January 31 of the following calendar year. A Firm Fixed-Price (FFP) Indefinite Delivery-Indefinite Quantity (IDIQ) contract is projected, with a base year and four option years (funding dependent). Site Visit: A site visit will be conducted at 0900 hours (9:00 a.m.) on August 20, 2015. Due to heightened security measures at the entry gates, please plan time required for installation access accordingly. Meeting place and time will be in the solicitation. The solicitation will be available on/about Tuesday, August 11, 2015, at fedbizopps.gov under NAICS 115310. Fort Huachuca, Arizona is located in Southeastern Arizona, with the town of Sierra Vista located outside the eastern perimeter of the installation. For additional information about Fort Huachuca, please see the Fort Huachuca website at: www.huachuca.army.mil No phone calls will be accepted as part of this pre-solicitation notice. No draft copies of the solicitation will be provided.
