The National Park Service has awarded a sole-source contract to Snyder Environmental & Construction LLC, a small business based in North Little Rock, Arkansas, for mold and asbestos abatement services at Duplex Cabins 9 and 10 within Buffalo National River. The contract, issued under Solicitation Number 140P6426P0027 and authorized under FAR 13.106-1 for simplified acquisitions up to $150,000, was necessitated by urgent health and safety concerns arising from confirmed mold contamination and the presence of asbestos in plywood underlayment, ceiling tiles, insulation, and other building materials. The scope requires complete removal and disposal of hazardous materials, chemical decontamination of underlying structures, and full restoration of the 1,200 square foot duplex to a safe, habitable condition, enabling the resumption of visitor access and concession operations. The selection was based solely on the contractor’s unique dual certification in both mold remediation and asbestos abatement, which rendered it the only responsible source capable of meeting the immediate performance demands. The contract has no competitive bidding, and no formal pricing breakdown, line items, or cost estimates are disclosed, though the total value is capped at $150,000 per regulatory limits. Performance will occur on-site at the park location, with acceptance contingent upon successful remediation and verification by the National Park Service. Contractor compliance is governed by OSHA and EPA standards, and all work must adhere to federal hazardous material handling protocols, though specific packaging, marking, or labeling standards are not detailed. The contracting officer is Jarrod Brown, with Jared James identified as a potential COR, and all inquiries must be submitted in writing via email. The contractor is SAM-registered and classified as a small business, but no additional socioeconomic certifications are indicated. The justification for non-competitive award is documented in Attachment 2, which cites the lack of alternatives and the critical need for prompt action to prevent further structural degradation and protect public health.
