AI Contract Overview
This task order seeks to update the Conceptual Site Model and develop a Focused Feasibility Study for North Penn Area 7 - OU5, integrating over a decade of new data and site conditions to support remedial decision-making under CERCLA. The work is essential to fulfill the EPA's legal obligations to ensure long-term protection of human health and the environment, particularly in safeguarding community access to clean air, land, and water; failure to complete this effort would prevent the agency from concluding the remedial investigation and leaving critical risks unaddressed. The solicitation is a total small business set-aside under NAICS code 562910, managed by the EPA’s Region 3 Contracting Office in Philadelphia, with a tightly constrained response window ending just over 24 hours after posting. Kecia M. Blackwell is the designated point of contact for inquiries, and the performance location remains unspecified, though the work directly supports federal environmental remediation efforts at the North Penn Site.

Full Description
The purpose of this request is to fund a new DES Task Order to update the Conceptual Site Model (CSM) and develop a Focused Feasibility Study (FFS) for North Penn Area 7 - OU5, incorporating new information and data obtained from activities performed over the past 10 years. The goal of this TO is to produce an updated FFS for OU5 that integrates historical data from multiple sources and reflects current Site conditions. This is mission critical work mandated under Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) aligning with EPA's pillars by ensuring community access to clean air, land, and water. If this is not completed, EPA will not be able to fulfill its requirements for completing the remedial investigation at the Site posing a risk to human health and the environment and long-term protectiveness of the local community.
