Fiscal Year (FY) 2027 Florida Panhandle Optimized Remediation Contract (ORC) and Military Munitions Response Program (MMRP)

The Fiscal Year 2027 Florida Panhandle Optimized Remediation Contract (ORC) and Military Munitions Response Program (MMRP) is a small business set-aside solicitation issued by the US Army Corps of Engineers, Mobile District. This single-award, 10-year firm-fixed-price contract is estimated between 25 million and 100 million dollars. The scope involves comprehensive, performance-based environmental remediation at Eglin AFB, Hurlburt Field, and Tyndall AFB in Florida, covering 58 Installation Restoration Program sites and 5 Military Munitions Response Program sites. Required services include investigation, design, construction of remedial systems, operation and maintenance, and remedy optimization to achieve site-specific performance objectives. Award will be determined via a best value tradeoff analysis, where non-price factors are significantly more important than price. Evaluation factors are weighted in order of importance as technical approach and risk management, management approach and organization, integrated master schedule, and past performance. Key deliverables include a Project Management Plan and an Integrated Master Schedule, with performance extending through FY36. The contractor must adhere to strict quality control standards, including MR-QAPP and IGD EM 200-1-15 for munitions work, and comply with rigorous hazardous material labeling and waste management regulations.
