F--NOTICE OF INTENT to award Sole Source FFP award for Art Restoration Services in support of Memorandum of Agreement with the Defense Language Institute Foreign Language Center.

The Government intends to award a sole source, firm-fixed price contract to Northern California Art Conservators, a Woman-Owned Small Business, for art restoration services in support of a Memorandum of Agreement between the Department of Veterans Affairs Palo Alto Health Care System and the Defense Language Institute Foreign Language Center Command Historian. This contract is being awarded under FAR 6.302-1 due to the unique qualifications and exclusive capability of Northern California Art Conservators to meet the agency’s requirements. The contract involves restoration, coordination with the Architect-Engineer Firm, storage, delivery, and final installation of specific historical art pieces that will permanently transfer ownership from the Defense Language Institute to the VA after installation in their new Monterey facility. James Alkon of Northern California Art Conservators, recommended by Dr. Payne, the Defense Language Institute’s Art Historian and MOA signatory, is the selected conservator. Mr. Alkon originally appraised, decommissioned, and has been storing these art pieces in Sacramento, California. The project supports the VA and Defense Language Institute’s collaboration to ensure careful preservation and proper installation of historically significant artwork, with cooperative ownership until final transfer is completed. The contract is managed by the Department of Veterans Affairs Network Contract Office based in Mather, California.
