Guided Written Content Development

The Minnesota State Colleges and Universities System is soliciting proposals to establish a master contract for guided written content development services. This on-demand agreement, intended to run for five years from July 1, 2027, through June 30, 2032, will allow the system office to engage qualified individuals or companies for writing, editorial, and strategic planning services on a task-order or purchase-order basis. The scope of work includes the creation of diverse content such as web copy, press releases, social media posts, annual reports, and multimedia scripts, as well as copyediting and proofreading of staff-produced materials. All deliverables must adhere to Minnesota State brand standards, accessibility requirements, and established style guides, including AP and Chicago Manual of Style, while maintaining strict compliance with the Family Educational Rights and Privacy Act (FERPA). Proposals are due by December 2, 2026, and must be submitted electronically through the Minnesota State procurement system. Evaluation is conducted by a committee representing Procurement and Contracts, Educational Development and Technology, and Academic and Student Affairs, who will assess candidates based on their qualifications, work samples, and a detailed rate structure covering hourly and project-based pricing. Minnesota State reserves the right to make multiple awards to ensure the best interest of the system. Selected respondents will work directly with Academic and Student Affairs staff, with payment terms set at Net 30. Shortlisted finalists may be required to participate in interviews, portfolio reviews, or presentations to validate their expertise.
