Space and Naval Warfare Systems Center Pacific (SSCPAC) hereby publicizes its intention to solicit, negotiate, and award a firm fixed price purchase order on a noncompetitive basis with Twiss Analytical Laboratories, Inc., 26280 Twelve Trees Lane, Poulsbo, WA 98370-9435, for Laboratory Analysis of Marine Water Samples. This effort will require analytical lab services for weekly full suite of accredited lab testing and methodologies of the analytes for samples taken from six (6) different waterfront sites in and around marine mammal enclosures at Naval Base Kitsap at Bangor (NBK Bangor). Lack of continuity in laboratory methodologies may lead to false interpretation of the overall environmental impact of the Swimmer Interdiction Security System (SISS) at NBK Bangor. Twiss Analytical Laboratories is the only firm currently possessing the immediate capability and close proximity to NBK Bangor necessary to preserve the integrity of the water samples collected. Based on the aforementioned facts, only one responsible source and no other supplier or services will satisfy agency requirements in accordance with FAR 6.302-1. Acquisition of Comercial Items under FAR Part 12 and Simplified Acquisitions Procedures under FAR Part 13 apply. The applicable NAICS Code is 541380 and the business size standard is $14 million. Be advised that the aforementioned information is anticipatory in nature and is not binding.
