The U.S. Fish and Wildlife Service's Contracting and General Services Division in Portland, Oregon, requires specialized otolith microchemistry analysis to differentiate between resident and anadromous forms of Oncorhynchus mykiss, a species of fish. This analysis is critical for the Coleman National Fish Hatchery, which aims to produce steelhead for the Sacramento River and delta sport fishery. There is concern that some fish produced at the hatchery may not exhibit the intended anadromous life history. Conducting this type of microchemistry requires advanced equipment, such as electron microprobes and mass spectrometers, as well as expert interpretation that takes into account species and watershed-specific information. Given the technical demands, the University of California Santa Cruz, known as The Regents of the University, is the sole provider possessing both the necessary sophisticated instruments and extensive experience analyzing life history patterns of O. mykiss from the Central Valley, including the hatchery in question. The Fish and Wildlife Service intends to award the contract on a sole-source basis to this institution, citing the authority under FAR 6.302-2 to forgo full and open competition. This notice serves as an announcement of intent to issue the award without competitive proposals, reflecting the University’s unique capability to meet the agency’s specialized requirements.

Full Description

There is no solicitation. The U.S. Fish and Wildlife Service, contracting and General Services Division in Portland, OR have a requirement for otolith microchemistry which is used to distinguish between resident and anadromous Oncorhynchus mykiss. A primary goal of the Coleman National Fish Hatchery (aka Coleman NFH) is to produce steelhead to contribute to the sport fishery in the Sacramento River and delta. However, anecdotal information indicates that a portion of O. mykiss produced at the Coleman NFH may not be displaying an anadromous life history. To conduct otolith microchemistry requires highly sophisticated equipment and a high level of technical expertise. Accurate interpretation of otolith microchemistry data requires familiarity with the specific species and watershed being evaluated in the study. The University of California Santa Cruz (aka The Regents of the University) is the only known source that has both the equipment (e.g. electron microprobe and mass spectrometer) and the personnel with extensive experience using the equipment to assess life history patterns of O. mykiss from throughout the Central Valley of California, including the Coleman NFH. The Service intends to award sole Source to The Regents of the University. This synopsis is a notice of intent to issue award using other than full and open competition and is not a request for competitive proposals. The determination of the Government not to open subject requirement to full and open competition was made IAW FAR 6.302-2.
