The Bureau of Reclamation’s Pacific Northwest Regional Office intends to award a 12-month cost-reimbursement purchase order to the Idaho Department of Fish and Game for continued management of wildlife mitigation lands associated with the Lower Teton Division Project. These lands, including the Tex Creek, Cartier Slough Wildlife Management Areas, and the Ririe Outlet Channel in Eastern Idaho, were acquired and transferred to the State of Idaho to address habitat impacts from construction activities. Due to Idaho statutes and pre-existing cooperative agreements, the Idaho Department of Fish and Game is deemed the only qualified source capable of fulfilling the required management services. This sole source award is based on the necessity for continuity and compliance with the Resource Management Plan governing orderly land use under the Reclamation's jurisdiction. Although this notice is not a request for competitive quotes, vendors interested in challenging the sole source determination or capable of providing the services are encouraged to respond within five days. The government retains discretion over whether to proceed with a competitive procurement based on received responses. This action is undertaken under statutory authority allowing for acquisition from a single source when no other suppliers can fulfill the agency’s strict requirements. Contractors must be registered in the System for Award Management to be eligible for award, and all invoices will be processed through the Department of Treasury’s Internet Payment Platform. The solicitation relates to NAICS code 924120, covering public administration services.
