AI Contract Overview
The U.S. Geological Survey intends to award a sole-source purchase order to Legend Technical Services, Inc. for certified water quality analysis services in support of environmental compliance at the Yuma Desalting Plant and Water Quality Improvement Center in Arizona. This action is conducted under FAR Part 12 for the acquisition of commercial items and FAR Part 13 for simplified acquisition procedures, with justification based on the absence of alternative sources capable of providing Arizona Department of Health Services (ADHS) Clinical Laboratory Certification, which Legend Technical Services, Inc. uniquely holds. The work involves collecting and analyzing 11 water samples—five annual and six semi-annual—drawn from three designated locations near the MODE 2 Outfall, requiring the use of specified U.S. EPA methods, including EPA 531.2, and analysis of key parameters such as pH, chromium, copper, boron, total dissolved solids, and cyanide. All laboratory reports must be delivered in PDF and Electronic Data Deliverable (EDD) formats within 10 to 25 days of sample receipt and uploaded into the National Water Information System (NWIS) to fulfill reporting obligations to the Arizona Department of Environmental Quality, USGS, and the Bureau of Reclamation. This procurement is classified under NAICS code 541380 with a small business size standard of $19.0 million and is designated as a Total Small Business Set-Aside, though no formal small business certification from the offeror is documented. Responses must be submitted exclusively via email to Anthony_berry@ios.doi.gov no later than April 28, 2026, at 0800 hrs PDT; hard copies or web portal submissions will not be considered. The notice is issued to satisfy FAR Subpart 5.2 requirements and does not constitute a competitive solicitation, though any responsible party may submit a quotation—however, the government retains the sole discretion to determine whether to compete or proceed non-competitively based on responses received. No pricing, CLINs, or invoice procedures are specified, and the contract administration point of contact serves as the primary avenue for all communications.
