F108--Fuel Tank Fuel Removal and Tank Cleaning

The Department of Veterans Affairs, through the 247-NETWORK Contract Office 7, is seeking qualified sources to provide fuel tank fuel removal and tank cleaning services at the Joseph Maxwell Cleland VA Medical Center in Decatur, Georgia. The work involves removing approximately 3,000 gallons of #2 fuel oil from a 4,500-gallon above-ground storage tank that is no longer in service, along with the disposal of 500 gallons of non-hazardous oily water. The contractor must clean and decontaminate the tank interior, render it vapor-free, ensure it is placed in a safe permanent out-of-service condition, and safeguard it against tampering or unauthorized reuse—all without physically removing the tank. Work must comply with NFPA 30 and NFPA 326 standards, OSHA regulations for permit-required confined spaces and HAZWOPER, EPA RCRA and used oil management guidelines, DOT hazardous materials transportation rules, and Georgia EPD requirements. The contractor is responsible for obtaining all necessary permits, waste profiles, transportation documents, and disposal approvals, as well as managing and documenting waste handling, transportation, recycling, treatment, and disposal in accordance with federal and state regulations. All labor, equipment, materials, supervision, and transportation required for the task must be provided by the contractor. The on-site work is expected to be completed in one to two workdays, with the entire performance period not exceeding 30 calendar days from contract award. This is a sources-sought notice, not a solicitation, and no contract will be awarded based on this request; the government is gathering market information to determine if adequate capable sources exist for a future formal solicitation.
