This requirement is not eligible for small business set-aside. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to award on a brand name basis F270 Printer System and installation, manufactured by STRATASYS Ltd in accordance with the attached SF18. STRATASYS brand is required to reduce long lead time schedule overhead by allowing mechanical engineers to print representative parts and pieces to perform deign fit-checks prior to involving the machines shop. The current work flow takes up to six (6) weeks. The requested material and service will allow representative plastic parts and pieces to be produced for a fit check within a matter of days rather than weeks. The work flow reiteration for designing parts and pieces critical to the program design will be reduced, the design schedule overhead will be reduced, and the amount of money spent producing metal parts and pieces will be reduced. The requested material and service is a "direct replacement" for the existing design workflow. Utilizing a different brand and/or manufacture would require an additional four (4) months to complete market research to find another brand and/or manufacture that would meet all the necessary requirements and cost an estimated $100,000.00 that would not be recovered through full and open competition. Please include shipping/freight cost for FOB destination Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12. The order shall be firm fixed price. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. At time of proposal submission please submit any historical data as well as published pricing. In order to be eligible for award, firms must be an authorized STRATASYS Ltd reseller or distributor. The quote must include a complete description and part number. Firm must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling +1 (555) 000-0000, or via the Internet at https://www.sam.gov. Proposal is due 20 August 2017 no later than 13:00 p.m. EST.
