F35 3-Bay Hangar Construction RSAF, Ebbing ANG Base, AR.

The U.S. Army Corps of Engineers Tulsa District is issuing a pre-solicitation notice for the construction of a 3-Bay Aircraft Maintenance Hangar for the Royal Singapore Air Force at Ebbing Air National Guard Base in Fort Smith, Arkansas. The project involves the creation of a two-story steel framed reinforced concrete structure featuring a slab on grade foundation and a membrane roof system. The facility will include specialized areas for aircraft maintenance, corrosion control, and fuel systems maintenance, as well as storage for wash equipment, a radar verification system, and Singapore-unique supply and AME storage. Additional requirements include a centralized tool room, office and administrative spaces, shop space for the F-35 Autonomic Logistics Information System, and essential infrastructure such as a compressed air room and telecommunication spaces. This project will be awarded as a competitive, unrestricted, firm-fixed price contract using the trade-off process in accordance with RFO 15, Negotiated Procurement. The estimated construction value ranges between 25 million and 100 million dollars, with an estimated performance duration of 1215 calendar days. The official solicitation is anticipated to be issued via SAM.gov and PIEE.eb.mil on or about October 20, 2026, with an estimated proposal due date of January 6, 2027.
