Notice of Total Small Business Set-Aside: This solicitation is a 100% Total Small Business Set-Aside in accordance with Revolutionary FAR Clause 52.219-6. Offers are solicited only from qualified small business concerns, and any proposals recieved from other than small business concerns will be deemed nonresponsive and will be rejected. Any resulting award will be made excusively to an eligible small business concern.
Description of Services: This requirement is for the test and evaluation of the F414 Inlet Nozzle Bellmouth Assembly, Part Number 21C14500P10. The contractor shall provide all management, tools, supplies, and labor to inspect the lamination coating on the nozzle, determine the cause of failure, and prepare an estimate for repair. The contractor's work is to be performed at their own facility and must meet or exceed the manufacturer's specifications. Procedures for award: Award will be made to the responsible Offeror whose quote represents the best value to the Government, utilizing a Lowest Price Technically Acceptable (LPTA) source selection process. To be considered for award, the Offeror must first demonstrate acceptable Technical Capability through the submission of a written Capability Statement, which will be evaluated on a Pass/Fail basis. Technical Capability will be assessed on the Offeror's demonstrated ability to perform the required test, evaluation, and potential repairs on the F414 nozzle assembly in accordance with the Statement of Work (SOW). Among those Offerors determined to be technically acceptable, the award will be made to the Offeror proposing the lowest Total Evaluated Price, which will be calculated as the combined total of the Test and Evaluation (T&E) and the cost of return shipping to the Government's designated destination.
Capability Statements: Capability statement packages shall be no more than two 8.5 x 11-inch pages, font no smaller than 12 point, 1.5 spaced, and must demonstrate ability to provide the services listed in the required capabilities described herein.
