This is a sources sought announcement issued by the Department of Veterans Affairs through Network Contracting Office 21 for asbestos abatement services at the Biomedical Office, Building 1, Basement of the VA Central California Health Care System in Fresno, California. The requirement is for the complete removal, transport, and disposal of approximately 300 square feet of asbestos-containing floor tile and mastic under a non-personal services contract. Work must be completed within a strict 14-day window from June 15 to July 13, 2026, with all labor, equipment, materials, tools, travel, and overhead provided by the contractor. Containment barriers must be installed prior to work, and full compliance with EPA and OSHA regulations is mandatory. Contractors are required to submit a manifest for chain of custody to the Contracting Officer’s Representative and notify the COR upon commencement and completion of work. No government-provided staging area is available, and vendors are solely responsible for safeguarding their equipment while on-site. Vendors responding must provide a comprehensive submission including company information, a point of contact, an informal quote, a capabilities statement, their UEI number, their NAICS code (562910) with confirmed size standard, and documentation of any existing contractual vehicles such as GSA or VA contracts. The Product and Service Code is F999, and vendor responses must include an authorized distributor letter if applicable. The announcement is strictly for market research—no award will be made, no costs will be reimbursed, and no contract clauses are yet established. Responses are due by May 21, 2026, at 12:00 PM Pacific Time, and must be submitted to John Waldrip at john.waldrip@va.gov. Security protocols require contractors to notify VA Police upon arrival and to wear both a government-issued temporary badge and a company-issued badge visibly on the upper torso while on-site; no access to VA information systems is permitted. Packaging, labeling, and preservation standards are not formally specified beyond the need to comply with EPA and OSHA during transport and disposal, and no formal evaluation factors, pricing structure, or award mechanism is indicated as this is not a solicitation for proposals but a preliminary effort to assess market capabilities.
