The Air Force Test Center Operational Contracting Squadron at Eglin Air Force Base awarded a sole source, firm fixed price commercial purchase order to Boston Scientific Neuromodulation Corporation for a spinal cord stimulator system. The procurement includes one SC-1160 WaveWriter IPG, one SC-5562-1 FreeLink Remote, and one SC-6412-3 Charger. This acquisition was conducted under NAICS code 339112 and authorized by 10 USC 2304(c)(1) and FAR 13.106-1(b) due to an urgent and compelling medical need. The equipment was required for a patient at the Eglin AFB Medical Treatment Facility suffering from chronic intractable pain in the lumbar and thoracic regions. Because the patient responded successfully to a trial using Boston Scientific's specific Illumina 3D programming algorithm and multiple independent current control technology, a permanent implant from the same manufacturer was necessary to ensure compatibility and continued pain relief. The contract was expedited to meet a surgery date of July 22, 2020, avoiding a potential two-month delay in treatment.

The Air Force Test Center Operational Contracting Squadron (AFTC/PZIOA) Eglin AFB, FL has awarded a sole source contract to Boston Scientific Neuromodulation Corporation; 25155 RYE CANYON LOOP, VALENCIA, CA 91355, 615-840-5541 Spinal Cord Stimulator: SC-1160 WAVEWRITER IPG 1 ea SC-5562-1 FREELINK REMOTE 1 ea SC-6412-3 CHARGER 1 ea The contract was a Firm Fixed Price (FFP) Commercial Purchase Order and carried out as a sole source action. The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304 (c) (1), as implemented by FAR 13.106-1(b). This authority is supported by an approved Single Source Justification/Justification and Approval. The applicable NAICS code is 339112, and the size standard as defined by the U.S. Small Business Administration is 1000 employees. The Eglin AFB Medical Treatment Facility (MTF) had been treating a patient with chronic intractable pain of the lumbar and thoracic region using an Illumina 3D programming algorithm and MICC (multiple independent current control) offered by Boston Scientific during a trial period. During this period the patient's pain and suffering significantly decreased to the point of being non-existent. Placement of a permanent implant was required to help fully relieve the patient's pain and restore physical function. Additionally, some of the items used during the trial period would be utilized going forward and need to be compatible with the permanent system. Since this was an unexpected surgery, a mission impact letter for urgent and compelling need for this requirement was submitted by the surgery department. In order to insure arrival of the necessary equipment prior to the scheduled surgery date, Boston Scientific requires a contract in place 3 days prior to surgery. Missing this scheduled surgery would have prolonged the patient's pain a minimum of 2 months based on availability of the surgery department. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. Responses and questions shall be submitted via email to ky.larkins@us.af.mil.
