AI Contract Overview
This solicitation, FA8250-26-Q-0741, sought qualified contractors to repair a single power supply unit identified by NSN 6130013693392 and part number HS10-C1022 to a serviceable but like-new condition, using manufacturing processes equivalent to the original. The work encompassed complete disassembly, inspection, rework or replacement of components, reassembly, alignment, and functional testing in accordance with technical data, specification control drawings, and acceptance test plans outlined in the Repair Data List. Performance standards required strict adherence to military and industry packaging specifications including MIL-STD-2073-1, MIL-STD-129, MIL-STD-648, and AFMC Form 158, with all shipments subject to F.O.B. origin terms and delivery within 30 days after receipt of the carcass. Technical data access was tightly controlled and required submission of a DD2345 and JCP printout for review. Compliance with stringent qualification criteria was mandatory for consideration, including prior source approval through submission of a Source Approval Request for unqualified vendors and an active conditional or final CMMC Level 2 (Self) assessment, with the CMMC UID required in all proposal submissions. The acquisition was restricted to approved sources listed on the Contract Screening Analysis Worksheet, and the evaluation was based solely on total evaluated price under a lowest-priced, technically-qualified procedure. Mandatory contract clauses addressed cybersecurity compliance, prohibition of hexavalent chromium, export control, electronic payment submissions via WAWF, assignment of claims, technical data rights with deviations, and subcontracting restrictions related to state sponsors of terrorism. All deliverables were to be submitted in firm fixed price format, with ancillary data items such as inspection reports and engineering change proposals included in the repair cost. The solicitation was canceled prior to award, despite extensive requirements concerning quality assurance, corrosion control, mishap reporting, reusable packaging, and compliance with numerous DoD and FAR standards governing technical performance, cybersecurity, and logistics.
