The government intends to sole source in scope work, IAW FAR 6.302-1, DevSecOps BOA FA830720G0044/FA830720F0080, FFP labor, approximately 5 FTE's, valued at $778,254.20. The original order was for $4,749,995.34 and will increase to $5,527,249.52. The DevSecOps Platform One BOA's have a class J&A allowing ordering agencies to restrict competition to BOA holders only. The changes being made would NOT have materially altered the field of competition for the contract if known prior to the original award. The requirement, as outlined in the SOO, is for the development of the Fences architecture on IL-5, S-Col, S-SAR, TS-SAR, with the deployment of workloads on each environment (note that some of these environments are still under development but are included in the contract SOO). In addition to workload deployment, the contractor maintains, operates, and updates workloads with new features throughout the duration of the contract and to ensure feature parity between all environments. The labor plus-up and additional funding are clearly outlined in SOO paragraphs 4 - 8. The labor cost aligns with the current labor categories and pricing. There is no work within the proposed plus-up that is not already being performed on FA830720F0080; it is merely an increase in labor and effort by the contractor to address backlog that is posing a serious risk to the critical path. The modification will be issued to Novetta Inc, 7921 JONES BRANCH DR STE 500, MCLEAN VA 22102-3354 for GLIDE cloud services, as they are onsite performing these services onthe existing order, PoP 28 April 21 - 27 October 21. The follow on effort is planned to be awarded competitively in late CY2021. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Documents must be submitted no later then 28 April 2021. However, only BOA DevSecOps holders will be considered - there is a class J&A that restricted competition to current BOA holders. The order was competed and awarded using the Platform One LevelUp BOA's as a Commercial service. Platform One has a class J&A. The class J&A allows for orders to be issued to a limited number of sources of unique supplies or services to satisfy the minimum needs of the Government. The J&A will be posted IAW 6.305
