Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.

Air Force Research Laboratory (AFRL) Enterprise Commercial Solutions Opening (CSO)
Solicitation # FA865226SC003
The Air Force Research Laboratory (AFRL) Enterprise Commercial Solutions Opening (CSO), solicitation FA8652-26-S-C003, is an overarching enterprise framework designed to acquire innovative commercial products and services. Issued under the authority of 10 USC 3458 and DFARS Subpart 212.70, the CSO establishes a structure for issuing competitive solicitations known as Spirals. These Spirals target a wide range of Areas of Interest (AOI) across the Air, Space, Cyberspace/Electronic Warfare, and Cross-Domain technology domains, including hypersonics, cybersecurity, quantum technologies, and human-machine teaming. Resulting awards may take the form of fixed-price FAR Part 12 contracts or Other Transactions for Prototype (OTP). Foreign participation is strictly prohibited. The acquisition process typically follows a two-step approach for Spirals. In Step One, offerors submit a Commercial Solutions Brief (CSB) consisting of a PowerPoint briefing and a white paper. Those categorized as Selectable are invited to Step Two to submit a full Commercial Solutions Proposal (CSP), which includes a technical proposal, a Statement of Work, and a price proposal with an editable Excel pricing model. Evaluation is conducted via subject-matter expert peer review, focusing on technical merit, applicability, importance to agency programs, and funding availability. Strict security and compliance requirements are in place, including mandatory security risk reviews for all senior and key personnel to mitigate foreign influence. Offerors must also perform an Organizational Conflict of Interest (OCI) analysis and adhere to DoD item unique identification standards (MIL-STD-130) for delivered hardware costing $5,000 or more. Contract administration, including invoicing and payment, is managed electronically through the Wide Area WorkFlow (WAWF) system.

Pursuant to national security goals established by the In-Space Servicing, Assembly, and Manufacturing National Strategy, the United States Space Force (USSF) is establishing Space Strategic Technology Institutes (SSTIs) to address space science and technology (S&T) challenges through a network of partnered universities. The USSF goal for the SSTIs is to facilitate joint applied research and focus on transformational space domain technology breakthroughs and developments that lead to the advancement of capabilities that can be transitioned and integrated into current and future USSF and U.S. Government space capabilities. It is highly desired for the research to lead to testbeds, high fidelity modeling and simulations, demonstrations, and prototypes. The research is expected to transition technology to higher technology readiness levels throughout the period of performance and out years will be awarded based on an evaluation of this ability. USSF intends to award at least two cooperative agreements in response to this call. However, Space Force reserves the right to make one award or no awards in response to this call. The teams of universities in this Advanced Remote Sensing SSTI are encouraged to collaborate with other institutions of higher education, for-profit entities (within the NAICS 541715), non-profit entities, state, local, and tribal government, and small business enterprise to address space research, development, and demonstration needs. A questions and answers webinar will be held, with information to follow. Please monitor this posting for additional information. Date and Time: DECEMBER 18 2024 12:00 P.M. Neutron Strategic Technology Advanced Research (Neutron-STAR) Advanced Research Announcement (ARA)
Solicitation # FA9453-23-R-A004
The Neutron Strategic Technology Advanced Research (Neutron STAR) Advanced Research Announcement (ARA), solicitation FA9453-23-R-A004, is an open call issued by the Air Force Research Laboratory (AFRL) Geo Space Division. Utilizing the authority of 10 U.S.C. 4023 for Procurement for Experimental Purposes, the program seeks innovative research and development to enhance national nuclear deterrence capabilities. The scope is divided into five primary technical topic areas: nuclear system development, nuclear systems integration, nuclear system flight experimentation and evaluation, nuclear explosion monitoring, and nuclear command, control, and communication. The solicitation employs a hybrid approach, featuring an open request for white papers alongside potential one-step or two-step individual solicitations. For the open announcement, interested parties must first submit an unclassified white paper and a Rough Order of Magnitude (ROM) cost estimate to the Neutron STAR Org Mailbox. These submissions are evaluated based on technical merit and best value, with successful candidates invited to submit full technical and cost proposals. Awards may be issued through various instruments, including FAR-based contracts, Other Transactions (OT), or assistance instruments such as grants and cooperative agreements. Submission dates are currently indefinite, and the announcement remains active until further notice. Offerors must be registered in the System for Award Management (SAM) and are required to submit a Security Program Questionnaire and Standard Form 424 for key personnel to assess Science and Technology protection risks. The program maintains an unrestricted ceiling, and the government anticipates making multiple awards based on technical soundness, cost realism, and funding availability.
