Proposals are evaluated on a pass/fail basis for eligibility, followed by a holistic confidence rating of the Technical Submission Package based on goal specificity, innovation, alignment with FAA priorities, and the use of SMART methodology. Following several extensions, the final proposal submission deadline is October 30, 2026, at 3:00 pm ET.
