AI Contract Overview
The Federal Aviation Administration (FAA) is seeking market information through a sources-sought announcement for national maintenance and logistics support of Northrop Grumman-manufactured voice switching systems used in air traffic control and flight service facilities. The systems include the Rapid Deployment Voice Switch (RDVS) Models 3080F and 3080H, which require comprehensive logistics, component repair, depot-level spares, consumable parts supply, component exchange and repair, test bed maintenance, and engineering services. The Enhanced Terminal Voice Switch (ETVS) and Small Tower Voice Switch (STVS) systems require engineering support only. The FAA has already determined to proceed with a single-source procurement from Northrop Grumman Systems Corporation under AMS 3.2.2.4 due to the proprietary nature of the hardware, software, firmware, and design documentation, which restricts substitution with like items. All vendors must demonstrate the capability to service these proprietary systems and obtain required parts directly from the original equipment manufacturer. The anticipated contract structure is a Firm-Fixed Price with limited Time and Material support CLINs, featuring a one-year base period and one additional one-year option period. Respondents are required to submit a capability statement not exceeding fifteen pages, a completed Business Declaration Form, and full company contact details, all electronically via email to Donald.C.Sumner@faa.gov by June 8th, 2026, with file sizes limited to 20MB per message. Submission is strictly for market research purposes and does not constitute a commitment to award a contract. The FAA has not yet determined whether the eventual procurement will be full and open or set aside for small businesses, with the NAICS code 811210 and a small business size standard of $34 million in average annual receipts. Quality assurance must comply with ANSI/ISO 9001 and packaging must meet ASTM D3951 standards. Contractors must provide quarterly reporting on logistics, exchanges, repairs, technical assistance, hotline operations, and consumable inventories, maintain a 24/7/365 technical support hotline with a two-hour response time, and ensure all shipped components are properly marked with part numbers, nomenclature, and quantities. Return shipping costs for line-replaceable units are the contractor’s responsibility. Any future solicitation will be posted on SAM.gov, and responsible parties must monitor that site for official procurement notices.

Full Description
This post serves as FAA's Public Announcement of Decision to Contract with a Single Source: FAA Voice Switch National Maintenance and Logistics Support in accordance with Acquisition Management System (AMS) 3.2.2.4 Single-Source Selection. FAA has determined to contract with a single source for procurement of the subject services. The single source selected is Northrop Grummon Systems Corporation. The decision was based on the Market Survey and other information available to FAA regarding the market for these services.
**Suspense Date for Responses Extended to June 15th, 2026**
The Federal Aviation Administration (FAA) has a requirement for national maintenance and logistics support services of Northrop Grumman manufactured Rapid Deployment Voice Switch (RDVS), as well as technical support only of Enhanced Terminal Voice Switch (ETVS), and Small Tower Voice Switch (STVS) systems, which provide voice communications switching in Air Traffic Control Facilities and Automated Flight Service Station facilities.
These systems also provide voice communications among flight service specialists, air traffic controllers and aircraft. The RDVS system request includes requirements for logistics and component repair service; the provision of consumable items and materials; component exchange and repair services; test bed system repair and maintenance; maintenance engineering services. The ETVS and STVS only require maintenance engineering services.
Vendors are requested to demonstrate experience and capabilities of providing the requested services for Northrop Grumman RDVS, ETVS, and STVS equipment. Northrop Grumman maintains proprietary rights to hardware and software design, firmware and drawings required to fulfill this requirement. Potential sources must provide documentation to the FAA showing that their company is capable of providing maintenance services for these Northrop Grumman proprietary systems along with the ability to obtain required parts from the original equipment manufacturer.
Substitution with like items is not acceptable. Therefore, the FAA is conducting this market survey to seek potential sources capable of meeting technical and delivery requirements. Specific requirements are identified in the Market Survey - Draft Statement of Work, attached. Any vendor that believes it can provide these services is invited to submit a capability statement (in contractor format but must include the attached Capability Statement questions and responses) addressing its abilities to meet all the requirements identified below and in the attached Market Survey - Draft Statement of Work.
The contract that may result from this market survey is anticipated to be a Firm-Fixed Price with limited Time and Material Support Contract Line Items (CLINS) for a base period of performance of one (1) year and one (1), one year option period.
At this time the nature of any final competition for a contract that may result from this market survey has not been determined. The FAA may decide to do a full and open competition or set aside all or part of an anticipated procurement for small businesses. The Principal North American Industry Classification System (NAICS) size standard code for this requirement is 811210 Electronic and Precision Equipment Repair and Maintenance with a small business size standard of $34 Million average annual receipts.
PURPOSE:
This market survey is designed to provide information for the FAA to consider in choosing the method and type of procurement competition. The failure to obtain adequate and appropriate small business participation may result in a determination to conduct this procurement under other competitive procedures.
REQUIREMENTS FOR EXPRESSION OF INTEREST:
In order to help the FAA make this determination and for a submission to be considered responsive, the FAA requires the following information from interested vendors:
a. Capability Statement (attached)
b. Completed Business Declaration Form (attached)
