Full Description
1. The purpose of this amendment (0001) to solicitation N6264926QJ017 is to answer vendor questions, update the Statement of Work and Specification Sheet, and extend the solicitation closing date and time to Tuesday, 8 September 2026, 1100AM, Japan Standard Time.
2. SECTION C UPDATES: The "Vehicle Cage Specifications" and "Statement of Work" in Section C are deleted in their entirety and replaced with
the revised versions contained herein. The revisions include the following:
a. Addition of performance-based requirements for a Rear Seat Isolation Wall and Rear Window Protection Mesh.
b. Clarification that "standard steel" is an acceptable alternative to "high-strength steel" if strength requirements are met.
c. Clarification that a solvent-based liquid coating is not an acceptable alternative to the required powder-coated finish.
d. Clarification of transportation requirements to prohibit driving on public roads.
3. SECTION F UPDATE: The period of performance is hereby changed to 250 calendar days after date of award. Offerors are advised that a separate radio installation will also take place. If an offeror's proposed design would be obstructed by this separate installation, they must state so in their proposal. For such cases, the Government will provide vehicles for cage installation only after the radio work for that specific vehicle is complete.
4. VENDOR QUESTIONS & ANSWERS: A Question and Answer (Q&A) document is provided as Attachment 1 to this amendment. The information provided in the Q&A is hereby incorporated into the solicitation.
(a) This is a Request for Quotations (RFQ) for the fabrication and installation of four (4) custom vehicle isolation cages for government-owned Toyota RAV4 vehicles located at Naval Air Facility (NAF) Atsugi, Japan. The cages shall be fabricated and installed in accordance with the attached Solicitation N6264926QJ017, which contains the detailed Statement of Work and Vehicle Cage Specification Sheet.
(b) This acquisition is being conducted using the commercial item procedures of FAR Part 12. The Government intends to award a single firm-fixed-price purchase order. The closing date for receipt of quotations is 11:00 AM JST on 31 August 2026.
(c) As detailed in Section L of the attached RFQ, a mandatory site visit is required to be eligible for award. Offerors must contact the Government representatives listed in the RFQ to schedule their visit prior to the closing date.
(d) This is a competitive action restricted to sources duly authorized to operate and do business in Japan. The solicitation includes DFARS 252.225-7042, Authorization to Perform. In addition, offerors must be a responsible source registered in the System for Award Management (SAM.gov) to be eligible for award.
(e) The World Trade Organization Government Procurement Agreement (WTO GPA) and Free Trade Agreements (FTAs) are not applicable to this acquisition due to the estimated dollar value.
