The Naval Surface Warfare Center Panama City Division intends to award a sole source firm fixed price bridge contract to Nakuuruq Solutions, LLC to provide continued support for the Prototype Fabrication Shops. This short term effort serves as a transition between the end of a previous Seaport task order and the award of a forthcoming competitive follow on contract. The period of performance consists of a two month base period with two additional one month options. Nakuuruq Solutions will provide specialized machine shop skills for the fabrication and assembly of hardware and complex components used in research and development, as well as rigging support for test events. These services support critical projects including the Littoral Combat Ship Mission Package, Project Support Craft, Side Scan Sonar operations, Remotely Operated Vehicles, and USMC systems. The contract is being awarded without full and open competition because Nakuuruq is already mobilized and possesses the unique technical qualifications necessary to prevent project delays.

The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award a sole source firm fixed price contract to Nakuuruq Solutions, LLC of 13873 Park Center Rd Ste. 400N, Herndon, VA, 20171-3271 continuation of services supporting the NSWC PCD Prototype Fabrication Shops. This contract will bridge the period from the end of Seaport task order N00178-07-D-5155-HR01 until award of the competitive follow-on Seaport task order currently in process. The bridge contract will have a base period of performance of 2 months with two one-month options. The effort is not suitable for full and open competition for the following reasons. Only Nakuuruq has the expertise, technical qualifications and necessary resources to fulfill the requirement to meet the Government's need. Nakuuruq is currently mobilized and capable of providing the highly specialized and experienced machine shop skills to perform this short term effort until award of the competitive follow-on Seaport task order. Following competitive procedures or awarding to another contractor for a bridge effort would potentially put the projects at risk due to the difficulty of acquiring the required personnel and the ability to mobilize in a timely manner to meet the projects. Nakuuruq will provide services for fabrication and assembly of hardware and complex components that are used in a research and development environment as well as support rigging for test events. The NSWC PCD Prototype Fabrication Shops support a large variety of projects in different phases of development and support projects such as the Littoral Combat Ship (LCS) Mission Package, Project Support Craft (PSC), Side Scan Sonar (SSS) operations, Remotely Operated Vehicles (ROV), and USMC systems as well as supporting emergent technology insertions, and emergency repairs to damaged fleet assets. This procurement will be made under Other Than Full and Open Competition as authorized by FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. NAICS 541330. Small Business Size Standard is $38.5M.
